The exclusion of Mr. Lambrakis from the conference [Συνέδριο του Λιβάνου] is a matter of some interest: He has for many years been the man behind the scenes in democratic politics in Greece and has wielded tremendous influence through the newspapers he has published. Throughout the occupation, as various letters of his forwarded to the Department show, he has been the liaison between the Cairo Government and the political leaders in Athens. His friends refer to him as the guiding spirit of democratic politics and his enemies consider him an “eminence grise” maneuvering behind the scenes to accomplish his purposes. No one, however, underestimates his mental capacities and undoubtedly he would have exercised great influence in the conference. It is doubtful whether any of the delegates would consider himself Mr. Lambrakis’ equal in political negotiation.
As reported in Despatch No. 2984, Mr. Lambrakis was extremely reserved in Izmir. An intimate friend has, however, revealed the gist of his point of view on present problems. In recent months Mr. Lambrakis has worked for collaboration with ΕAM. This was not so much because he was in sympathy with the organization, though he was less fanatically opposed to it than most of the political leaders, but rather because he felt collaboration provided the only means of neutralizing what he considered the great potential danger involved.
